English Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

According to a new study of local authorities, UK councils are preparing to sell community centers, athletic facilities, and shopping arcades as they bet on a fire sale of properties to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group for major urban areas in the UK stated that 60% of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for disposing of playing fields and land to support their budgets, but they argue they must continue to generate essential revenue from asset sales or face insolvency.

This coalition said that a high proportion of councils seeking to raise money from a quick sale of assets marked “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise service redesigns and using financial reserves to manage growing fiscal pressures.”

Detailed Examples of Proposed Disposals

Medway Council in Kent announced its asset disposal plan featured the sale of a shopping centre in a local town and a social club in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the plan.

Council Tax Increases and Wider Fiscal Pressures

The survey of local authorities in the coalition, which covers several urban centers, also found that more than 70% of councils will need to increase local levies next spring to address the growing cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these require time to achieve both better provisions and cost efficiency,” stated a council leader.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils this week further found council budgets being strained by the increasing figures of young people and older individuals requiring Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the Send system until the coming year after a white paper outlining those reforms was recently delayed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) covering English councils, many participating urban areas were included in the most disadvantaged in England.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the study.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the most deprived fifth of the nation. The data highlights the extent of challenges confronting local leaders across key cities in the next twelve months,” the report added.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and responds to the real levels of disadvantage and need,” stated Michael Mordey.

“Without this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the survey revealed.
